Opportunity Information: Apply for C NOFO 19 102
The U.S. Mission to India, through the Public Affairs Section of the U.S. Consulate General Chennai (PAS Chennai), offered a discretionary grant opportunity titled "Volunteer for India: Creating a Young Citizens' Volunteer Action Corps" (Funding Opportunity Number: C NOFO 19 102; CFDA 19.040). The project is structured around strengthening youth-led volunteerism and civic participation by training a cohort of young leaders and then supporting them to launch volunteer orientations and trainings in their home communities. The award ceiling for the grant is $50,000, and proposals were due by February 20, 2019.
At the center of the project is a three-day leadership training workshop in Chennai for 30 youth leaders drawn from across India. The selected grantee is expected to design and deliver the workshop in close consultation with PAS Chennai. Responsibilities include creating a practical training curriculum and producing a user-friendly manual in English and selected regional languages, recruiting and selecting the 30 participants, and lining up moderators, trainers, speakers, and subject-matter experts. The grantee must also build the workshop content itself, including training modules and interactive activities, while handling outreach and promotion through English and regional-language media. On the operational side, the grantee is responsible for all major logistics such as venue booking, audio-visual needs, participant accommodations, local transportation, and meals.
The program intentionally blends U.S. and regional perspectives on volunteerism. It includes participation by a U.S. expert on volunteerism and adds a digital component that brings in speakers or experts from neighboring countries. PAS Chennai also expects the project to leverage U.S. government program alumni as a resource network and to seek additional support from private sector corporate social responsibility (CSR) initiatives and other complementary resources, helping the effort become more sustainable beyond the initial workshop.
The overall purpose is capacity-building that translates into concrete local action. The workshop is meant to sharpen participants' organizational skills, critical thinking, and communication skills for community outreach, ultimately leading to stronger civic engagement and a more effective youth volunteer corps aligned with broader U.S.-India shared goals. During the training, participants are expected to examine real challenges in their own communities and develop practical solutions and action plans rather than keeping the learning theoretical.
A key feature of the grant is the required post-workshop rollout across India. After the Chennai workshop, each of the 30 youth leaders receives $500 in seed funding (disbursed by the grantee) to run a "Volunteer for India" orientation program and training session in their respective community. Each of these follow-on events must train at least 50 individuals and must be conducted within two months of the initial workshop. The grantee is not only responsible for distributing these seed funds, but also for monitoring implementation and tracking the outcomes of all 30 community-based programs to ensure the project delivers measurable, on-the-ground impact. Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, and nonprofits with 501(c)(3) status (excluding institutions of higher education).Apply for C NOFO 19 102
