Opportunity Information: Apply for PDS PRISTINA FY23 01
The Democracy Commission Small Grants Program is a discretionary grant opportunity offered by the U.S. Department of State through the U.S. Mission to Kosovo (U.S. Embassy in Pristina). It invites organizations to propose projects in Kosovo that strengthen democratic development by boosting the capacity of civil society, expanding opportunities for underserved groups, and building cooperation across ethnic communities. The competition was issued under Funding Opportunity Number PDS PRISTINA FY23 01, with applications originally due March 31, 2023. Awards are expected to be relatively small, with a maximum (ceiling) of $50,000 per grant and an anticipated total of about 15 awards.
The program is built around two overarching goals that connect civic participation with social cohesion. First, it aims to support the growth of Kosovos democratic institutions by encouraging a more participatory civil society, where citizens understand how decisions are made, recognize their role in public life, and actively engage in civic responsibilities. Second, it aims to empower underserved communities by helping them build skills and improve their competitiveness in the labor market, while also addressing inter-ethnic division through reconciliation. A key theme running through the opportunity is resilience against external malign influence and disinformation, especially when those forces attempt to deepen ethnic divisions or undermine trust in democratic processes.
In the long term, the Embassy is looking for outcomes that show durable, practical improvements rather than one-off events. Two expected outcomes are emphasized. One is the development of sustainable civil society organizations (CSOs) that consistently engage communities and citizens and are able to hold government institutions accountable at both local and central levels. The other is greater inclusivity and integration of underserved communities and ethnic minorities across the social, civic, and economic life of Kosovos multi-ethnic democracy.
Applicants are asked to submit a clear, well-structured plan that addresses one or both of the programs two main objectives. Objective I focuses on strengthening the resilience and effectiveness of CSOs. The underlying idea is that capable CSOs can drive democratic progress by participating meaningfully in decision-making, shaping public opinion, advocating for community priorities, and serving as watchdogs for transparency and accountability. Examples of priority sub-areas under this objective include building sustained collaboration among CSOs, supporting peaceful conflict resolution, increasing government transparency, improving accountability, advocating for equitable access to public services for all communities, strengthening rule of law, promoting good governance, supporting independent media, and countering disinformation. In practice, competitive proposals under this track would likely combine capacity-building with concrete civic outcomes, such as improved community oversight, stronger advocacy coalitions, or more effective public communication that helps communities understand and respond to governance challenges.
Objective II centers on empowering underserved communities and promoting inter-ethnic collaboration. The emphasis here is on practical skill-building and direct, interactive contact across ethnic lines, with the aim of improving employability, educational readiness, and social cohesion. The opportunity highlights interest in activities that help cultivate the next generation of leaders by giving participants usable skills and experiences that translate into higher education success and better job prospects. Illustrative activities include English language instruction delivered in innovative multi-ethnic learning settings; STEAM and maker-space programming such as animation and coding; non-formal education tied to areas like technology or tourism promotion; journalism, media writing, and media literacy projects; civic engagement initiatives; multiethnic youth summer camps; and sports-based programming. The Embassy also explicitly encourages applicants to propose additional, creative approaches that achieve the same outcomes, rather than limiting themselves to the sample list.
Overall, this NOFO is aimed at organizations that can design credible, locally relevant projects with measurable community impact, especially projects that strengthen democratic accountability, counter divisive narratives and misinformation, widen access for underserved groups, and create real opportunities for collaboration across ethnic communities.
